Missing Functions in Form LOV When Creating a Menu

Goal
The number of rows to be returned when using a form List of values (LOV) is limited by environment variable $FORMS_RECORD_GROUP_MAX. Because of this limitation, one may miss some values in the LOV, because only a set number of values are returned based on the value set for this variable.
The goal of this document is to provide instructions to remove that limitation by increasing the value of $FORMS_RECORD_GROUP_MAX.
