Ship Set Removed In EBS Order Management On Submitting Revised Order From Siebel To EBS (Doc ID 1267375.1)

Find that submitting revised Order without any change to Ship Set removes Ship Set in EBS.

Expect that the Ship Set is not removed in EBS if there is no change to Ship Set on the Siebel for a Revised Order

The issue can be reproduced at will with the following steps:
1. Submit Order with ship-set from Siebel to EBS
2. Revise order in Siebel without any change in ship set to EBS
3. Ship set is lost in EBS.
