Symptoms
On 11.5.10.2 in Test and Production environment :
When attempting to upload FSG report template, the following error occurs:
ERROR

XSLFOEngine: generateXSLFOFromXMLDOM(): IOException occured while attempting to parse the XML DOM Input.Exception Detail: java.io.UTFDataFormatException: Invalid UTF8 encoding.
Expected Behavior
--------------------------
The template could be successfully load into the system without the error.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download Standard FSG report template.
2. Upload it back to system without any changes.
3. Got the error message.
