Symptoms
On : 11.5.10.2 version, Oracle Advanced Benefits
Find plans with no rate changes are not recalculating the element entry for rounding/prorating after the Open Life Event is processed. It is expected the rounding elements will be created for all affected plans.
STEPS

The issue can be reproduced at will with the following steps:
1. Process Open Life Event for employee
2. Employee into SS Ben to do his/her Open Enrollment.
3. Close Open Enrollment.
4. View element entries associated with Plans that have no Rate changes.
5. There is no new element entry for the rounding like there was last year.
The issue has the following business impact: Without the partial elements, users will not have the correct contributions for the year.
