Items Are Created With Same Inventory Item Id For Different Items (Doc ID 1268710.1)

Symptoms

On Applications 12.1.2
Find that while using INCOIN the system creates different items with same inventory item id.

-- What is working
It is observed that the issue occurs only when the batch has any kind of invalid data. If there is a valid data then the items are created correctly.

-- Steps
The issue can be reproduced at will with the following steps.
1) Load records in interface table - MTL_SYSTEM_ITEMS_INTERFACE atleast one having invalid data.
2) Run INCOIN.
3) See that the records created are having same inventory item id for 2-3 items.
