No Notification Sent to Employees when Managers Approve Scorecards

Find that when a manager approves a scorecard, the employee does not receive any notification.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1. Employee Self-Service > Talent Management > Setting Objectives task
  2. Employee update  scorecard and send objective to the Manager
  3. Manager self service responsibility
  4. Approve employee’s objective
  5.  Employee do not get any (Objective confirmation) notification from application
