Symptoms
Error "User not authorized to execute the service" occurred when attempting to do the following.
The issue can be reproduced at will with the following steps:
1. User generates a Web Service out of a pre-seeded or custom API.
2. User uses a SOA Client program like BPEL or ESB to invoke the service.
3. Service invocation fails with "User not authorized to execute the service" on one of the nodes.
