Profile Option Changes are not Being Reflected in the E-Business suite

When making changes to the E-Business suite profile options (e.g. Upload file size limit), these changes are not picked up in the E-Business suite until either
A:- 15 minutes has passed.
B:- The Web Tier is bounced.
Why is this and how can we get the profile options to be recognized without either of the 2 actions above?
