Knowledge Management: Lock And Update Button Is Unavailable In Knowledge Base Solutions (Doc ID 1269352.1)

Goal

After having published Solutions in the Knowledge Base, some of them cannot be updated because the Lock and Update button is not available.
The Navigation path to view the issue is as follows:

1. (R) Knowledge Administrator
2. (N) Knowledge
3. Click on the required category
4. Click on the Title
