Service: "Contract is not valid" Error From Cs_servicerequest_pub.Create_servicerequest

When attempting to create a Service Request via the API the following error occurs:

API Programming Warning (CS_ServiceRequest_PUB.Create_ServiceRequest): Value 'N' for verify_cp_flag has been ignored and defaulted to 'Y' 

Contract is not valid. Please check the values for the following: Service request type, inventory item, instance, account and install site. API Programming Error: CS_ServiceRequest_Util.contracts_cross_val;

The issue can be reproduced at will with the following steps:

1. Use CS_ServiceRequest_PUB.Create_ServiceRequest to create a Service Request with an attached contract
