Symptoms

On : 11.10.5.2 to 12.1.1 version, ISSUES WITH FUNCTIONALITY OF AD UTILITIES

When attempting to Apply <patch 9491976> - MAKE R12.1.X WORKS WITH VISUAL STUDIO 2008, the following error occurs during relinking phase
