Uploading Budget Journals Error: "The Connection To The Server Is Unavailable" And "Cannot Obtain Document Data For DocumentId" (Doc ID 1270983.1)

Upload of budget journals fails for every journal.  The integrator being used is General Ledger-Budgets Integrator

The error seen on the screen is as follows
The connection to the server is unavailable

The BNE log file also shows the following error

Cannot obtain document data for DocumentId

  Desktop Integrator
Navigation:  Create Document > Integrator > General Ledger > Budgets
Create a budget worksheet and try to upload and the error occurs

The following patches have been applied but the issue persists: 8639133:R12.BNE.B, 9560855:R12.BNE.B, 9090447:R12.BNE.B, 8444073:R12.BNE.B.

The profile option: BNE Upload Staging Directory is set to N, and the Gl_Data_Access_Set is correctly set.
