SLA Events For Purchasing Encumbrances Are Not Created During Upgrade To R12 (Doc ID 1271630.1)

Goal

The SLA upgrade program did not create the SLA events for
requisitions and purchase orders (Application_id 201).

No upgraded transactions for prod 201 (Purchasing) are found
in SLA. Upgrades of other Products (e.g., Application_id 200 -- AP)
are found in SLA.  The only Transactions found in SLA for
prod 201 are post upgrade (new) transactions. 

Output of the following sql did not retrieve pre-upgrade data

Select * from xla_events
where Application_id='201'
order by transaction_date;

The upgrade from R11.5.10 to R12 did not create SLA events
for the encumbrances for Requisitions and Purchase Orders.
