PTO Model root item Stuck At Awaiting Fulfillment (Doc ID 1271861.1)

Symptoms


Some PTO Model root item stuck at AWAITING_FULFILLMENT status. Model bill has all optional items. Configuration in the order does not have any component, it is only the root item as part of the order. There is no oracle configurator implementation. Order workflow type is 'Bill Only'.
