Goal

When Source Subinventory or Locator has Material Status set which does not allow certain transactions, the Destination Subinv/Locator still allow the receipt of material into the subinventory/locator for transactions that are disallowed at the Source.

This is occurring for the following transaction types:

(1) Inter Organization transfer (to_locator)
(2) SubInventory transfer (to_locator)
