R12 AP: No Messages Shown On Terminating A Confirmed Payment (PPR)

After applying patch 9897180:R12.AP.A, no error messages appear when trying to terminate a confirmed payment.
According to Doc ID 1064602.1 "The current enhancement makes these restrictions more transparent to the user by providing appropriate messages when they attempt to terminate a Payment Instruction or Payment Process Request, thus eliminating any confusion as to why he/she was unable to terminate the PI or PPR.
The messages include:
AP_PPR_STRGT_THRU_NOT_USED - Payment Process Request cannot be terminated because it has associated Payment Instructions which were not automatically initiated
AP_PPR_PI_CANT_TERM - Payment Process Request cannot be terminated because one or more associated payment instructions cannot be terminated
AP_PPR_BUILD_PMT_RUNNING - Payment Process Request cannot be terminated because build payments process is in progress
IBY_INSTR_TERM_SUB_PRNT - Payment instruction cannot be terminated since it is already submitted for printing.
IBY_INSTR_TERM_COMP - Payment instruction cannot be terminated since payment is already completed. You may void the payments.
IBY_INSTR_TERM_SING_PMT - Payment instruction cannot be terminated since it is created using single payment flow. You may void the payments.
IBY_INSTR_TERM_FRMT_PRG - Payment instruction cannot be terminated since formatting is under progress.
IBY_INSTR_TERM_INV_ACCESS - Payment instruction cannot be terminated since you do not have access to organization related to one or more payments grouped in this payment instruction. "
The issue can be reproduced with the following steps:
1. In the Payments Manager screen, select the Terminate icon on a confirmed payment, e.g. PPR '< enter PPR Name>'.
2. Select 'Yes' when asked 'Are you sure you want to terminate this payment process?'
3. The next message is 'Payment process Request has been cancelled' instead of Payment instruction cannot be terminated since payment is already completed. You may void the payments
The issue has the following business impact:
Due to this issue, users are confused as the message indicates the payment request was cancelled, but the payment remains "confirmed".
