ORA-01017: invalid username/password; logon denied Error After Cloning and Changing the Apps Password

After cloning an E-Business Suite instance, user synchronization failed from OID to E-Business Suite and DIP server logs show the following errors:
Exception Connecting to DB using service name :java.sql.SQLException: ORA-01017: invalid username/password; logon denied
Retrying with SID ..
Using SID Name to connect - URL : jdbc:oracle:thin:@xxxxxxx:12510:xxxx,user : APPS
Using Service Name to connect - URL : jdbc:oracle:thin:@xxxxxx12:12510:xxxx,user : APPS
Exception Connecting to DB :java.sql.SQLException: ORA-01017: invalid username/password; logon denied
The issue can be reproduced at will with the following steps:
1.Change user details in OID or within E-Business Suite.
Changed the apps user password in the E-Business Suite database.
