Symptoms
On 11.5.10 in Production:
When attempting to remove an end-date from an assigned responsibility,
the following error occurs.

FRM-40657 Record changed or Deleted by another user
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. remove an end-date from an assigned responsibility
2. click save
