Workflow Monitor Status Diagram Not Displayed With Java Console Error: Exception in thread "thread applet-oracle.apps.fnd.wf.Monitor-1" (Doc ID 1274137.1)

Symptoms

When attempting to view any Workflow Process diagram using the Status Monitor, the Java window is initialized, but no diagram is displayed.

The following error occurs in the Java console:
