Default Template Not Being Applied During Item Creation Process

Goal

Perform an ICC setup with a default template to set the User Item Type attribute. There are 2 scenarios where this does not get applied and these impact are use cases:
- If hiding the template region on the Item Creation page then the default template does not get applied.
- If typing the ICC name directly and just press the Continue button the default template does not get applied.
