Document Sequence For Adjusting Periods Journals Get Sequences Mixed

Find the The Adjustment Period journals get assigned a sequence when another period is getting closed.
Journals are not sequenced in the order of periods i.e. system is not sequencing journals JAN-10 first and then journals of JAN-10-ADJ .
and then sequence must be assigned to journals in next period. As of now, the sequence is assigned as follows (for example):
JAN-10 first 10 journals on 01-Jan-2010 1-10
JAN-10-ADJ 11-15
JAN-10 Remaining 15 journals are assigned from 16 - 30
The above behavior is not correct.

Expect to see the sequences in order on each period.

The issue can be reproduced at will with the following steps:
1.Close JAN-10 period
2. See sequences assigned to both journals in JAN and ADJ periods

The issue has the following business impact:
Due to this issue, users cannot complete reporting and have document numbers as per legal requirements.
