WMS_DEVICE_REQUESTS_HIST IS NOT POPULATED AFTER PICK RELEASE SRS (Doc ID 1274870.1)

Symptoms

Issue happens when the Pick release concurrent program SRS is run an the child process exists then the wms device requests hist table does not get populated. If they run pick release for just one order and no child process, they see correct records in the wms device requests hist table.

During parallel pick release if no default Operation Plans and Task Type Assignment Rules are defined then Parallel pick release was not executing all the code causing issues like device requests not being called etc.
