Regular Salary Processes When Employee Is On Inactive Assignment Status

This note provides a brief overview of
When employees are placed on 'Leave Without Pay' assignment status (HR=suspend, Payroll=Process) at the beginning of the pay period, when the payroll / quickpay is processed the Regular Salary element processes in whole (they get the entire amount). Would expect an employee not to be paid when on suspended assignment status.
This issue also occurs for employees who are terminated, but do not have a final process date (or final process date is in the future).
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Put employee on Leave Without Pay status (HR=suspend, Payroll=Process).
2. Run payroll or Quickpay.
3. Regular Salary processes entire salary amount for the pay period.
