Both Started and Completed time columns are showing incorrect timestamps in the Workflow Status Monitor

Expected Behavior
Expect to see the correct timestamps

The issue can be reproduced at will with the following steps:
1. Workflow Administrator Web (New) >
2. Status Monitor >
3. Workflow Status -
4. Any Status.
5. Workflow Started - Today >
6. Go.
