On : 12.1.2 version, EB Tax

Find that when creating a new supplier, the Transaction Tax defaults cannot be changed from:

- Rounding Level : Header
- Rounding Rule : Up

To:

- Rounding Level : Line
- Rounding Rule : Down


EXPECTED BEHAVIOR

Able to set the defaults to:

- Rounding Level : Line
- Rounding Rule : Down

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new supplier
2. Go to Tax Details
3. The Transaction Tax defaults are as described above.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot set the defaults to be "Line" and "Down" respectively.
