EAM Pending Resource Transactions Will Not Process - They Remain in Pending Status (Doc ID 1275593.1)

Customer has resource transactions stuck in Pending which will not process.
Initially the transactions had the following error.  Customer tried to fix the date via the forms but the transactions are stuck in Pending now.

 Transaction date precedes release date for the job/schedule
    Cause: You entered a date that precedes the release date for your job or schedule.
    Action: Please enter a date that is on or after the release date of the job or schedule

The Mass Time Card Edit program was run to bring in time cards for September and October and these caused the error.
