Lease Details and Payments

When attempting to enter a lease details in FA, there is no lessor site and the following error occurs.

FRM-41830: List of Values contains no entries


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the Lease Details form.
2. Enter the lease details.
3. When trying to select a lessor site, the LOV does not contain any site.
