Oracle Payments. Performance Impact. Lock In Iby_sys_security_subkeys (Doc ID 1276317.1)

Symptoms

On : 12.1.3 version, FC Core

There is a performance impact on application tier caused by "IBY_SECURITY_PKG.Get_Sys_Subkey" module when updating security subkey counter.
It looks like a memory leak on application tier as process takes huge size of memory. System is getting hanged with no committed sessions.
Due to that locking the new transactions must wait and fail with timeout on our back office system.
That happens almost every week and we must to restart application tier to release sessions.
Found that locking occurs in IBY_SECURITY_PKG.Get_Sys_Subkey module.
