Versioned Value Set Link In Publication History Opens The Value Set As Non-Version (Doc ID 1276647.1)

Symptoms

Find - After publishing a versioned value set, if you click the link for the value set, it takes you to a screen where it acts like a non-versioned valueset.
Due to this bug, the business user can go into the value set and add more values without versioning the value set to the next level.

EXPECTED BEHAVIOR

Expect the published versioned value set to work as a versioned value set.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Setup Workbench
2. Click on Value Sets tab
3. Query for versioned value set
4. Check the box and click Publish button (do not click the value set link after querying)
5. Enter Batch Name (use the same value as the Batch ID)
6. Click Continue
7. Enter 1 for Workspace Name
8. Click Add Another Row
9. Select System Name (send to Siebel system)
10.Click Finish
11.Click the Name hyperlink for that value set in the publication history
12.You will now see the versioned value set in a non-versioned value set form
There is no error on HTML Page, but when we click the value set link on page, it starts behaving like a non-versioned value set
