Customer Form, Address Error: No field listener is registered to resolve field GLOB.FLEX_COUNTRY_CODE referenced by the flexfield with application short name AR (Doc ID 1276934.1)

Symptoms

The following error is received when entering address for country Mexico:

Error
No field listener is registered to resolve field GLOB.FLEX_COUNTRY_CODE referenced by the flexfield with application short name AR and name Remit Address HZ. Please contact our system administrator.

The error only occurs for when entering Mexican address.

If you remove the value set which was assigned to State and Postal Code segment in the Address descriptive flexfield (DFF) for country Mexico, there is no issue.

Steps to Reproduce:

  1. Define address style for country Mexico to use a custom value set as follows:
    Responsibility: Receivables Manager
    Navigation: Setup > Financials > Flexfields > Descriptive > Segments

    - Query for Title 'Address'
    - Unfreeze the descriptive flexfield
    - Select the context value for Mexico and click on Segments button
    - Enter the address segments: Address Line 1, City, State, Postal Code

  2. In the Value Set field for State, enter a name for the new value set and click on Value Set button.

  3. In the Value Sets window, click on Edit Information button.

  4. In the Validation Table Information window, enter the following to define the new value set:

    - Table Application = Application Object Library
    - Table Name = FND_LOOKUP_VALUES
    - Under Table Columns section, Value = Meaning, Meaning = Description
    - Where/Order By Clause:

    WHERE LOOKUP_TYPE = 'FAF_MX_STATE'
    AND SUBSTR)LOOUP_CODE,1,2) =:GLOBAL.FLEX_COUNTRY_CODE

  5. Enter a Mexican address for a customer
    Responsibility: Receivables Manager
    Navigation: Customers > Customers

    - Query a customer
    - Click on Account Details icon.
    - Click on Create button
    - Click on Create Address button.
    - In Customer Addresses page, change the country to Mexico. The error appears.
