When performing Requisition move orders to common stock in a Project Manufacturing enabled organization, how to prevent the system from allocating the material from project locator(s) when there is not enough available quantity in common locator(s)?

Expect the system to allocate the material from common (non project) stock only.
How to achieve this?

The following is just an example to illustrate the required behavior:
1. Get an item with the following available quantities in the same subinventory:
- in common locator "Locator 1": available quantity=3
- in project locator "Locator 2": available quantity=3
2. Go to Move Orders form
Create a one line requisition move order with requested quantity=5
Do not populate the Project and Task fields
In Source tab, set the Subinventory and do not set the Locator field
In Destination tab, set the Subinventory and Locator fields, select a non project locator
3. Go to Transact Move Orders form
Query the move order
Press button Allocate
Press button View/Update Allocations

Expected results:
Expect a single partial allocation with quantity of 3 from common locator "Locator 1"
(eg no allocation is expected from project locator "Locator 2")
