Sales, Internal Order Transaction Errors Negative Balances No Allowed Due to Locators (Doc ID 1277109.1)

Symptoms

Find Sales Order Issue or Internal Order Issue transactions in the Inventory transactions open interface with the following error.
The transactions will have subinventory / locator data but the subinventory is not under locator control.
The shipping parameters specify a subinventory and locator.

Note:  The Sales Order Issue transaction type id is 33 with transaction action id 1 and transaction source type id 2. The Internal Order Issue transaction type id is 62 with transaction action id 21 and transaction source type id 8.

Error
Negative Balances Not Allowed

Steps: To see the shipping parameters
1. Navigate to Order Management > Shipping > Setup > Shipping Parameters
2. Review the Pick Release tab
3. See the default subinventory and locator are specified.

Steps: To see the error
1. Navigate to Inventory > Transactions > Transaction Open Interface
2. Query for error transactions.
3. See the transactions in error.

Changes

The subinventory on the transactions was changed for locator control. The control was changed from
locator control = ON to locator control = OFF (none).
