Unable to View Distributions From GL Account Inquiry Drilldown (Doc ID 1277179.1)

Symptoms

Users are not able to view transactions from GL.  They just realize that 'Distributions' Button on 'Material Transaction' form has been disabled.

Applied patches 8421688, 8277823, 7606085 and 8344908

The issue can be reproduced at will with the following steps:
1. MBL General Ledger Super User Responsibility
2. navigation: - > Inquiry/Account ->click Show Jounal Details -> Click Drilldown -> Click View Transaction -> On Material Transaction screen, Distributions button is grayed out.
