TeleService Error FRM-40400 APP-JTF-210604 JTF_STREAM_UTILS saving Tasks in Non-English Language

Symptoms
When attempting to create a Task in the Service Request form, users accessing the application in Non-English (German, French...) get an error.
Error
* German:
FRM-40400: Transaktion beendet: 1 Satze ubergeben und gespeichert.
APP-JTF-210604: Programmfehler. Benachrichtigen Sie den Systemadministrator oder Support-Mitarbeiter, dass
das Paket "JTF_STREAMS_UTILS" einen Fehler meldet:
readDateTime : 100501: non-ORACLE exception
Error ORA-06503: PL/SQL: Function returned without value
* French:
APP-JTF-210604: Erreur programme : Veuillez informer votre administrateur systema or votre support technique que le package
JTF_STREAM_UTILS signale une erreur :
readDateTime : 100501: non-ORACLE exception
And at the bottom of the form:
Le format de la date est DD-MON-RRRR HH24:MI:SS.
* English Translation:
APP-JTF-210604: Program error: Please inform your system administrator or technical support that the package
JTF_STREAM_UTILS reports an error:
Steps to Reproduce
(R) Customer Support
(N) Service Requests > Create Service Request
- Setup Task Templates
- Create SR
- Create Tasks using Template.
=> When saving, the system throws the errors.
What is Working
- It works in English version.
- It works if Task is created manually, not using Templates.
Workaround
Set the profile 'ICX: Date language' to null at User level for one of the affected users.
or
Set the profile option 'ICX: Date format mask' to the European format.
On the Homepage go to the Preferences link and set the date format preference to dd-MM-yyyy.
