Symptoms
On : 12.1.1 version,
Find that after entering a counter reading for a Regular counter that the Date for the associated Formula counter with group by function = Count does not match the date entered for the counter reading. Instead the Date is the sysdate.
EXPECTED BEHAVIOR

Expect the date (VALUE_TIMESTAMP) of the formula counter to match the date of the source counter.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a regular counter C1, Type = Regular, Reading Type = Change and Direction = Fluctuating
2. Create a formula counter C2 with group by function = Count, Source counter = C1
3. Enter reading for C1 with time stamp earlier than sysdate
4. View readings for C2 - The reading shows count correctly but the value of the timestamp is sysdate

Due to this issue, service contract billing will have incorrect date for number of counts scenario.
