Corrupt Attachment File(s) on Purchase Order Approval Notifications and Emails - Cannot Open File: It Does not Appear to be a Valid Archive (Doc ID 1277715.1)

Symptoms

When attempting to open a file that has been attached to either the Purchasing Order Approval Email or the Purchasing Order Approval Worklist Notification, the following error presents:

Error:
Cannot open file: it does not appear to be a valid archive.

Steps:
1- Open the Purchase Order Summary screen
2- Find an approved PO with file attachments
3- Select "Tools" => "Communicate"
4- Email the PO, for testing purposes to a user or yourself
5- PO Output for Communication is automatically spawned
6- Open the notification and verify the presents of the desired attachments
7- Try to open the one of the viewed attachment files
