Interface Trip Stop Failing When Partial Shipment on Order Line causes Order Line Split (Doc ID 1278056.1)

Symptoms

When attempting to interface any delivery for an order line which was split due to a partial shipment, the following error may occur.

This is the main error:
User-Defined Exception in Package OE_Split_Util Procedure Cascade_Non_Proportional_Split
Error msg: User-Defined Exception in Package OE_Split_Util Procedure Cascade_Non_Proportional_Split

Note: Several different errors may appear with the above error.
Here is an example of some of the other error messages:

Error message: Cannot perform scheduling operation because line is shipped
Error message: Cannot perform scheduling operation because line is fulfilled
Error message: You are not allowed to update <attribute name> because: Line has been pick confirmed/staged
Error Message: ORA-00001: unique constraint (ONT.OE_ORDER_LINES_U1) violated in Package oe_line_util Procedure Insert_Row
NOTE:   Since the recommendation is to apply a patch to upgrade release 11.5.10.2 file versions,  this document does NOT apply to release 12.0 or 12.1. It is unlikely that this issue would be encountered in releases 12.0 and higher, but if you do encounter the same issue,  please log a new SR with Oracle Shipping Execution Support

STEPS

The issue can be reproduced at will with the following steps:
1. Nav->shipping->interfaces->run
2  Run interface trip stop for a delivery where a partial shipment caused an order line split
3. ITS completes with warning
4. Review ITS debug log file, see above error.
