Email Cente Error: File Name Corrupted When Saving Attachments Containing Special Characters In The File Name

Symptoms
When saving attachments with special characters in the file name, the 'Open' option is not available, only the 'Save' and 'Cancel' options are displayed. When saved, the file is given a strange name and file type.
The issue does not occur in Firefox, only when using Internet Explorer.
Steps
1. Send an email to Email Center that has an attachment with special characters in the file name
2. Open this email either from the Email Agent Console or Supervisor Queue
3. Click on the attachment
4. Only given options are Save and Cancel
5. The file name is changed and the file type is unknown
