Procurement Contract PDF in Arabic Language Has Incorrect Alignment (Doc ID 1279046.1)

Symptoms

For a contract in Arabic when viewing the contract terms in the Purchase Order form, the text is left aligned but it should be right aligned. 

The correct alignment is seen when the contract terms are viewed in XML Publisher and in Contract Terms Library Administrator, but not when viewed from the PO document.

Steps to reproduce:
1. Go to (R) XML Publisher Administrator (N) Home> Templates.
Query template Oracle Contract Terms Template.
There are two template files:
OKCTERMS-en.xsl language Arabic
OKCTERMS-en.xsl language English
Do a preview for the one in Arabic.
Alignment is correct for language Arabic (aligned correct right)
2. a)  Log in to an Arabic session (environment in Arabic Language)
- go to (R) Contracts Terms Library Administrator (N) Contract Templates
- query contract template involved with layout template Oracle Contract Terms Template.
- Language field has value Arabic
- Choose Action > preview
- In PDF file alignment is correct for language Arabic, right to left.
b) Log in to an English session
- go to (R) Contracts Terms Library Administrator (N) Contract Templates
- Query contract template involved with layout template Oracle Contract Terms Template.
- Choose Action > preview
- In PDF file alignment is left to right.
3. a) Log in to an Arabic session (environment in Arabic Language)
- go to a Purchasing responsibility.
- Create or query purchase order.
- Click use contract terms.
- Go to ‘terms’ in window Terms and Conditions and click ‘Author contract terms’.
- Select ‘Actions=Preview contract’ to generate the PDF file.
- In PDF file alignment is not correct for language Arabic (it is aligned left to right, should be right to left)
b) Log in to an English session.
- Do a preview in Purchasing responsibility as described under 3a, and the PDF file is aligned the same as under 3a)
