When attempting to submit OTL concurrent program , RCVOTLR module: Retrieve Time from OTL
the following error occurs.
ERROR

PO_PO_ENTER_OPEN_GL_DATE : Error: Please enter a GL date that is within an open purchasing accounting period. Calling iSP to reconcile actions Done with iSP reconcile actions
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. submit OTL concurrent program with the below parameters :
p_vendor_id=6028,
p_start_date=2011/01/01 00:00:00
