Default to Assign Pending Action Erroring When Employee Enroll in New Enrollment (Doc ID 1279824.1)

If an employee enrolls in Waive option of Employee Supplemental Life plan before Open and then tries to enroll in the Elect option after Open, then customer fast formula fails when interim should be Waive option and the following error occurs:

APP-BEN-94607: Interim Benefits Amount Returned by 'Default to Assign Pending Action' rule is more than the suspended benefit enrollment amount.
This error has occurred in the following package:ben_sspndd_enrollment.validate_interim_rule

The issue can be reproduced at will with the following steps:
1. Employee enrolled in Waive option prior to Open.
2. During Open enrollment, Elect option is selected.
The interim coverage should be the Waive option.

There is a fast formula that is trying to give the Waive option as the interim enrollment but it is failing with the error.
