EBTAX: Tax is Rounding Up Even Though the Setup is Set to the Nearest (Doc ID 1280087.1)

Oracle E-Business Tax - Version 12 and later
Information in this document applies to any platform.

Created a Sales Order and the the tax rounds up to higher unit, instead of nearest unit.

Example: 12.554 should be 12.55 but it shows up as 12.56

The tax is setup as follows:
Rounding = NEAREST
Precision = 2
Minimum Accountable = 0.01
