Charges Autosubmission Concurrent Program Does Not Update 'Last_Update_Date' Column (Doc ID 1280983.1)

Symptoms

Find The 'Charges AutoSubmission Concurrent Program' has an SQL that does not update the LAST_UPDATE_DATE column of CS_ESTIMATE_DETAILS table.

Steps to Reproduce

1. Set profile "Service: Charges Autosubmit Mode" to "As Available'
2. Create an SR
3. Create a few Debrief lines
4. Note the last update date & time of the charge lines by query:
5. select to_char(last_update_date,'dd-mon-yyyy hh24:mi:ss') from cs_estimate_details where incident_id = <incident id >
6. Run Charges AutoSubmission Concurrent Program
The charge lines are submitted and the LAST_UPDATE_DATE column is not updated.
