R12/AP: Unaccounted Invoice With Errors 95314 and 95313 - Null Base Amount For Recoverable Tax (Doc ID 1283546.1)

Symptoms

Base amount on REC_TAX is null on a foreign currency invoice and the following Accounting errors occurs.

95314 - The entered amount and accounted amount for line 8 are not on the same side. Please inform your system administrator or support representative that: The source assigned to the accounting attribute entered amount is not consistent with the source assigned to the accounting attribute accounted amount or the supplied conversion rate is invalid.

95313 - The entered amount and accounted amount for line 5 are not equal. The entered amount and accounted amount must be equal when the entered currency is the same as the ledger currency. Please update the entered or accounted amount for line 5

-- Steps to Reproduce
Go to tax managers responsibility
Enter the tax regimes information including the taxes,tax status,Recoverable tax and tax rates.
Import an foreign currency invoice by running the payables open interface report.
Query the invoice from the invoice workbench in the Payables responsibility
Validate the invoice
Base amount is not populated for one recoverable tax line
