Workflow Mailer Issue - Request More Information Responses (Doc ID 1283962.1)

Symptoms

On Oracle Applications 11.5.10.2 version, Workflow Mailer,
when attempting to Initiate request more information "Question", provide response "ANSWER". Oracle processes and closes out request more information. User provides additional "ANSWER" to original "QUESTION" and the email response gets stuck in the IMAP server INBOX, the following error occurs:

The issue can be reproduced at will with the following steps:
Response emails that should be delivered to the internal users from the Workflow Java Mailer
Inbound Server are not being delivered.
STEPS

1. User receives an initial email requesting approval for a Purchase Requisition (PR)
2. Approver approves the Requisition
3. There is no second email sent back to notify the initial user that the PR was approved
