Customer Workbench Issue: Unable to Reactivate Customer Site Addresses That Have Been Inactivated Due To A Merge (Doc ID 1284349.1)

In R12.1.1, you are unable to re-activate a customer site address that has been inactivated due to a merge using 'Restore' button in Customers Account Details screen.  The Customer Site Address status still shows as "Inactive" after clicking on 'Restore' button.

Step to reproduce:
1. Perform the Account Merge functionality
2. Re-activate the old (from) customer account
3. Restore the old customer site
4. Find that the customer site address for the old customer account still shows "Inactive".
