After creating a receiving transaction using an asset tracked item and after running the Create Assets: Interface Inventory Transactions to Oracle Assets the report does not generate any output and the asset is not created

Expect the transaction to be interaced into Fixed assets


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

- Create an Inventory Purchase Order and a receiving transaction using a Depreciable and IB trackable item

- Run the 'Create Assets: Interface Inventory Transactions to Oracle Assets' program.   Note there is no transfer of assets from Inventory to fixed assets.  The program completes successfully but there is no output and asset is not created
