When attempting to respond to the RFI as the prospective supplier the following error occurs.

ERROR

1. Error: Unable to obtain row for user from UserInfoVO
2. Error: Unable to obtain row for user from UserInfoVO


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a RFI for prospective supplier
2. Supplier tries to respond to RFI
- error occurs
