Symptoms

When running Party Merge, it fails
Error: Merge failed in E-Business Tax (ZX_PARTY_TAX_PROFILE ) with the following error message:
Error executing procedure ZX_PARTY_MERGE_PKG.MERGE_PTP_SITES for entity HZ_PARTY_SITES

The Party Tax Profile exists for the party sites involved in the merge.
