Symptoms
On 12.1.3 version when attempting to send Purchase Orders via cXML format, the following error occurs:
ERROR

ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00103: Warning: document structure does not match DTD
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Trading Partner via XML Gateway responsibility for supplier with cXML standard code using map = cXML_OrderRequest.
2. Create and approve a new Purchase Order for this supplier.
3. Purchase Order approval workflow initiates cXML generation process via the POXML workflow and the error occurs.
